@db6c47ce If you can authenticate to the Mac as a different user, then get to the login window you should be able to do a first login as the new account.  I know I've done this with Apple Remote Desktop.  i.e., create first user in setup assistant, create second user, connect in ARD as first account, log in first time for second account.
