It has been a long time, decades, since I was there. Although I do know some people who live there now.
NO has likely always had corrupt govt. and police, from what I can remember from my early years. But it was always so charming. My only honeymoon (first marriage, before kids) was in New Orleans. 

 It has been a few years since I stayed overnight, but it seems as if it has been effectively abandoned by any leadership, like many American cities I suppose.
