The russians nuclear capabilities are overstated and maybe far less of a threat.
Somehow NATO/US know it and are just egging them to show their hand. 

I hope we never test that theory but I'm starting to wonder.

If a full Nuclear exchange were remotely possible, surely we wouldn't risk it.... right?

We know that the other side has the power to end everything.
So.. the only logical explaination is that they know that the Russians won't call their bluff.
