Everyone likes Tom Baker (fourth Dr. ) but Jon Pertwee (third Dr. ) is the coolest. Frilly lace, cuffs, Venusian Judo, you can see where they got a lot of ideas for Austin Powers from.
Baker was my first Dr. so he is cherished. Tennant is my favorite of the modern Drs, with Capaldi next in line (but not the writers for Capaldi).

Baker’s popularity is probably due to the length of his portrayal and that his were the first episodes PBS aired in the US.

In “The Three Doctors”, Hartnell calls Pertwee’s version a “dandy.” LOL I am not sure how many of the Doctors tu-bi has. I will have to look.

I do know I don’t care for the cartoon version of the show.
The show went to shit fast after RTD left......

I don’t know when that was. Watching the old versions is hysterical! Hard to believe it seemed remotely possible back then. Compared to today’s special effects and cgi it so … primitive.
I think they have all of the "old who."
HA! I remember that. Everyone’s favorite is Tom Baker for the reasons you mentioned. But I switched to Pertwee after rewatching like you are.

I didn’t know there was a cartoon.
We didn’t know either but tubi tv has several dropped throughout the first two Drs. Not being British I don’t know more than I can read on wikipedia about the history LOL
I never thought of that, but, gosh! You're right.

I think 3 is my third favorite, with 1 being second.
Oh the Venusian judo — 🤣🤣 It’s the craziest stuff! I told Mr. Holstein I need to compare the dates of the Venusian judo with the popularity of Bruce Lee to see if they jive.
