Vraagt voorbereiding lijkt me. Herinner me nog de foto's van 'washed up drones' waarbij toen al vragen werden gesteld waarom ze in die staat werden gevonden. Deze antwoorden werpen weer meer vragen op.

Because it did not turn off and simply was not turned on in Crimean territory.
Starlink is zonal and for it to work the country in question must agree to it and sign agreements.
Russia, for obvious reasons, does not have them signed.
