 Ah. That sounds hard. It's good that you are thinking about ways to deal with this behaviour. I've lost count of the number of times doggo has been terrorised by off-lead dogs who are 'just being friendly'!

Most owners I've met who have this problem seem to use those Julius K9 harness things. They look like a dog coat, but with an attachment for the lead. 
 The rescue sent him home with a harness, but all he does is go up on his back legs and use his full (significant) body weight to add to the strength of his pull. With a headcollar, I have much better control. 

I’m in theory very happy with his current one, but the plastic clip on it is going (I’m having to use a carabiner as well atm, as it pops open when he lunges) and I can’t get it in the UK any more for some reason. 
 Bugger! It's so annoying when decent products get discontinued. Had same problem with doggo's arthritis supplements.
Hope you manage to find a decent replacement. 
 Still available, in the US. I was at on time able to get it cheaply imported via Amazon but apparently no longer.
