Sure. You may want to check out #artstr for our growing #art community here. We don't have an app that helps you create videos, but you can upload them. They are usually stored separately on the internet (e.g. on https://nostr.build) and the post just contains a link to it. Most apps do that automatically (Primal, Damus, Amethyst), though there might be limitation in the size for videos.
