Fires have been part of Portugal since I've been alive and according to family that's lived there for generations, "it's how the forests clean themselves".
In terms of threat to human populations, just like coastal living, volcano proximity, tornado alley located, etc humans should learn to humble themselves and realize not everywhere is meant to be inhabited and even places that have been for a long time might no longer be suitable.
