 If you like your living space to not look gross then yes

 I think that 5% is about right for one person in a small space. if it's family and or pets or lots of floor plan space to maintain, i'd guess it's probably a bit higher over the course of say a week. 
 maybe 10% is more like it 
 5% if you count the 8-10 hours of sleep as part of your life

if woman, normal rate shall be set at 50% minimum. 
 as a serial killer I would say it is a good approximation 
 If kids are involved, more like 20%.  
 What about general maintenance in the broadest sense? Personal hygiene, fixing things in your house, going out for groceries, updating software/hardware, random administration. Sometimes i feel like i should be ok with 5% of my time being spend on new things and stuff i enjoy. The rest is spend to keep it all going and not have it fall apart. 
 yes very normal, it's less bad if you think of it as mild physical exercise which you can often do while mulling over more interesting things, like taking a walk 
 Life is about pushing back entropy. 5% sounds like you are getting off easy
