Kallas has been a vocal critic of Moscow since the Russian invasion of Ukraine. The arrest warrant was issued on February 13 for destroying Soviet-era monuments. Kallas believes the warrant is meant to make her refrain from making certain decisions. She stated that Russia's aggression towards her is also fueled by speculation that she could take on a senior role in the European Union after the next parliamentary elections.
