I live in a 1500 yo city. Our house is a hundred yeara old. The city scrambles to lay heat ducting pipes. The plan is city wide provision in... 2055 or so.

Some relatives own a rural, 400 year old, 6 bedroom 2 living room plus kitchen-house.

There are credits running on international infrastructure  depending on mobility.

Oh and the farmers lobby. The squirmishes bc of some tangential runoff law vs "Bill Gates takes over the food system"
