 How is it illegal to drive while holding a phone but it's legal to drive while your dog is climbing all over you rather than in the back seat?

 It’s also illegal to drive barefoot… makes 0 sense. 
 In my local it is called distracted driving, they can pull you over if your sandwich is causing you to swerve

 Because you don't read the laws appropriately to understand that it is actually not illegal, but most of the time you can't enforce that until you do it in court.  
 Crazy I got a $500 fine for checking map on phone! Thrives! 
 The answer is revenue. 
 Continue complaining and a bill'll be passed right away. Don't give politicians ideas... 
 Both illegal in the UK 
 In my jurisdiction in Canada they both constitute distracted driving. I don't understand why people allow they're animals to do this, then again I've never been a "your pet is a family member" type of person. Don't get me wrong, I love my dog, but she's just that - a dog. 
 Cops are actually just afraid of dogs, especially small ones. It’s like how the titular character in 1999’s The Mummy is afraid of cats. 
 The Netherlands just has a generic article (8) for unsafe driving, in addition to specific bans like holding a phone in your hand and alcohol thresholds. 
 Also why js it legal to drive tired and illegal to drive drunk?
