 Scott Hall pleaded guilty.

It looks like he got a nice deal in exchange for truthful testimony:

"Hall agreed to testify truthfully when called, to five years probation, a $5,000 fine, 200 hours of community service and a ban on polling and election administration-related activities. He also recorded a statement for prosecutors and pledged to pen a letter of apology to Georgia voters."

And, as per the article, Yes, Definitely a victor for the prosecutors.

 Responding to a question:

Generally, the low-level conspirators are offered deals first. The idea is to flip upward.

Those with less liability are more likely to be offered better deals.

It really depends on the evidence.

Before negotiating any deal, the defense looks closely at how strong the case is against the client.

The deal depends on the evidence.

If the prosecution has extremely strong evidence of a serious crime, the defendant won't get a sweet deal.
