 Completely privately, no. But you can leave as few info as possible and "wash" that info with a privacy respecting coin or coinjoin.  
 I don't think Bisq is easy to use for beginners and you have to trust the vendor if you pay with gift cards, credit card and paypal are tracked obviously. 
 I use crypto ATMs. Put your money in, scan your wallet, 20mins later you have your crypto. Then I can do whatever I want with it. 
 Closest crypto atm is not anonymous, i think Helsinki has some which might not require ID but that's hundred kilometers away. 
 That's bad. You're left with only bisq, money by mail or p2p irl transaction.  
 I need bunch of USDT and if i bought bitcoin from Bisq paid with bank transfer or paypal and then exchanged it to USDT it would be problem. Finnish law says you have to report such crypto exchange from one coin to another to the authorities. You would lose privacy in such case. 
 How is the government going to track who made a transactions. It is not possible. Especially of you "wash" the coins. Yk, I am not telling you to break the law 😉

 I am not talking about the bank transfer. They notice it. The thing they can't notice are the transactions on the blockchain(s). Especially if you have passed through coinjoin/monero/(insert privacy layer here).

They can follow transactions but if you clear your coins it would be much harder

 sounds complex and im not sure how to exactly do all of this. i could just provide documents and buy crypto, especially if i wanna buy more USDT later on it would be so much more conveniant. U can't get much money if u make only one payment. 
 Can't you buy any other crypto that doesn't require to be KYCd and swap to USDT? I am not sure how the laws in Finland work.

 Then you would need to buy wahtever coin (I recommend litecoin since fees are low there and isn't as regulated), swap it to monero, make a transaction from one wallet to another (in monero) and swap it again to USDT. That should erase you from the coins. 

Additionally you could make the second swap in 2 parts since having two swaps with similar amount in fiat could still be traceable to you. You could even do it to two different wallets from two different VPN connections to completely erase the path. But those are for the really paranoid.

I can't assure you that the glowies won't knock on you door but that is a method.
