@Holly Jolly Eli :ironcross: Reminds me of the kikes deciding that "black" should be capitalized, but not "White". Obviously, I do the exact opposite, because niggers and kikes can go to hell. 

 Borrowing money and then funding A National Commission for Language Standards, to me, does not seem like a wise way to spend a nations money. Though it is said, that wars are fought with pens and paper, this announcement seems both comical and ineffective as an offensive technique.  Even if you object to Russia's actions, that does not change the fact that Russia is a proper noun and must be capitalized.
