I've devised a means by which individuals can be systematically turned into libertarians.

It goes like this: 

Feed them an eighth of psilocybin mushrooms and send them to the DMV with a specific task to complete.  

 If overseeing and/or working with others, it should be a requirement to first take psilocybin.
