In order to get to the bottom of that discussion, you just need to boil it down to incentives.
It’s obvious that it’s to enable fraud.  We’re witnessing the looting of American through foreign special interests. 
Our enemies just pay our politicians large sums of money to sell away our country.
In two days we find out if this will continue 4 more years.

 In two days (or more likely over a week) we figure out if we still have a democratic republic or if, like the Romans, we are now a totalitarian empire and like Venezuela, elections are jut for show (Ironically the voting machines used in many states were first used in Venezuela to fix their elections.  I don't think that is a coincidence).
