Relays are web servers with the storage turned off.  Which of course, is their primary purpose.  It's perfectly natural to turn on both functions. 

 Use Public Relays for TRANSMITTING
Use Own Private DB-Relay for ARCHIVING 

 DB doesnt need to relay.  Relaying is expensive.  Just let a DB be a DB. 

 Relays are databases. 😂
