I've been thinking the same. They could have the drones appear as demons, and just have them equipped with bb guns.....it would lay waste to a city with fear and minimal force. All roads become unusable, no one can go outside without getting sprayed with bb pellets.....don't even want to look outside.
They could just tap your doors and windows every hour, swarm around you like bees, tapping and prodding you if you walk outside. You'd be in your house attempting to drown out noise, covering all windows, while doing your best to think happy thoughts.
