I strongly disagree with execution. 

 That's fine, it's only my opinion. I don't think it is too harsh for the people who knowingly created a bioweapon and fooled/coerced millions into taking it, causing irreparable harm for years to come, with unknown outcomes due to mass censorship.

I think we can change the incentives without going after them. I mean - it would be great to get justice, obviously! but the danger is getting stuck in a cycle of revenge and retribution. Better to just build new systems.
