ID/reputation is a hard one. It depends on a base level of nation state authority. Can p2p get to the same or better trust thru a decentralized system. Yes it can. Rep builds as money moves.

A listing of these peer ID verifiers will be populated by a global network of these verifiers focusing on distinct local markets. This is will be useful for replicating the same processes governments use. These truth oracles get paid for each verification as their incentive.

The issuance is worthy of extreme brainstorming. Wanna give it a shot now Mr Tao ?
My spiritual kin call me OV, you are obviously a Brother-in-Arms, more Kindred in spirit than any of my actual blood relations... So please, address me in more familiar terms.

This is one of the major problems of the world, so yes, I AM interested in brainstorming solutions for solving this. I have many ideas on how to combine both legacy and modern means of accomplishing this, as a starting place. But these ideas need fleshing out in detail and tested in practice.

My current calling to contribute value to the realm has been to work on a multi-phase state solution. One that like water takes form as a physical solid as a Nostr ID/LN wallet NFC bearer instrument, a paper Private Membership Associations' contract, a digital browser wallet through LN Bits, and cloud verification of identity through Nostr social verification.

The reality in EVERY realm is that He Who Creates It, Controls it. So, in order to control our identities, we must create our own verification systems. For our keys, our transactions, our data, our audience, AND our identities.
What you refer to as Truth Oracles I see as a form of Notarization Service. An interesting point regarding the law in the US at least, is that an Affidavit signed by two Witnesses testifying that we are who we say we are and that we signed a document in theory presence has the same legal standing as if it had been Witnessed by a State licensed Notary.

This seems a perhaps relevant precedent to model for the CivKit ID service. The security protocols from the Paper realm won't entirely translate to the Digital centralized and Virtual decentralized realms, but some protocols are worth considering and perhaps modifying as appropriate for each phase state of our data.
