 This one (npub1sqn6...6t5net) has validated the bisq.network NIP-05 address, thus proving that they have control over bisq.network.
The one you're mentioning has the NIP-05 address "bisq_jayboi@iris.to", which could have been created by anyone.

So idk about the other one, but this one is legit.
+ the npub was posted on their twitter account
