Do people have to cancel their current DCA and start a new one to activate this, or does it apply to DCAs that have been going for more than 8 days?(ie does it implement immediately for existing DCAers)
No. I just checked mine and it's already 0 fee!

I think it happens immediately for existing DCAs. I saw someone post a screenshot of their DCA that just hit with 0 fees on dedbird.

Your fees have always been fair in my opinion. At least in the year or so that I've used the platform. You should consider a warning (if there isn't already one) about DCA and withdrawals of small amounts to cold storage. I think a lot of people are going to get screwed by the push to move any and all amounts to cold storage.

Holy moly, I was just yesterday comparing Strike fees with what I'm currently paying for my DCA to figure out if it was worth the hassle of switching. You've just made that decision a whole lot easier.

It doesn't. I just changed my deposits to cash and set up a DCA instead.
