Start by meeting up at a casual meetup. 

Find your strengths within your region. Chat it up. Brainstorm. 

My personal goal is not about making it a hackathon, a dev deal, but more of a social collaboration. 

Make it FUN. Everything else will fall into place. We have all the best people.
