I think NO - unless relay outbound to other relays then it will transmit
let say i run tray relay with NO INBOUND from internet - will it send out NO
but proxy relay like bostr will send out even if inbound is closed
IF user can config list of other relays inside it 

 Do you mean that you save the notes you consider GOOD into the tray? How did you save it into tray?

I think the tray currently lacks an easy and convenient way to save my events.
