I have visited Gibraltar on many occasion, it is definitely a contender.
Agreed, northeast is Malaga w great golf, restaurants, hospitals, climate.. west has Cadiz with festivities, culture and well connected for travel.. a lot adds up for good quality of life. Not sure of tax situation though.
