He needs to prioritize getting New Glenn flying (sub prio: stabilize BE-4 development).

But to do that he will need to mend a lot of broken glass that Smith has shattered, especially when it comes to employee trust.

Agile principle five comes to mind: "Build projects around motivated individuals, give them the environment and support they need and trust them to get the job done."
