While at the same time they don’t ban VPN services, is a clear indication that the governments work with VPN providers to channel all the people they want to monitor to a small set of doors.
If CEOs are going to jail for not coordinating with governments, VPN CEOs would have loooong seen life time imprisonment.

OR, the plausible deniability of VPNs actually works and it's much harder for nation states to go after VPN providers that act as a proxy to literally any website.
Or the VPN CEO never goes to that particular country. Proton, to take an example, is headquartered in Switzerland.
Assuming Switzerland is different is bold.
