No. This would leave out many people who can't travel. And it would lead to further concentrating "influence" over what it supposed to be an open protocol.  

 It doesn't have to be face-to-face, it could be a truly open online discussion forum. 

 Yes, but... That's still easy for a very few to bully newer people into silence. Which has already happened.
