We give public education in the US 13 years to fully cover literacies in these three areas which every member of a society necessarily interacts with in daily life with very few exceptions

Currently, we cover the first one...poorly.  The second one we cover even worse; it's how we normalized the "I'm not a math person" mentality.  And the third one, we don't cover at all 🙄😔

The end result is that most people were never fully taught & don't understand how to live a sane, balanced, normal life, and many must be continuously told what to think & how to behave throughout their adulthood.

 True. But let's not confuse that public school was for education.  It was never meant to truly educate.  
 Yep, building literacy is the ostensible reason for public education, not the practical one.
