There is no connection between Iranian banking systems and the world . The only way to move money abroad is via crypto, but first you have to buy it. So if the Iranian exchanges Don't give you service, you can't do anything. Unless you know someone trustable that has bitcoin and he is willing to exchange it for fiat, which is rare.
