 there are sites that automatically do that sort of thing but the result isn't very good; pixel graphics are always a lot better if an artist does the work

 no, I've dabbled a little with aseprite (using an existing image as the base) and was pleased with the results but that's a lot better than I can do

 you can load a background image right into aseprite, scaled to your pixel canvas, so it's a lot like just tracing, but you can pick out the important details to emphasize
