 No, gambling is a state of basing your investments/decisions off of luck only. 
 Or it is a rational decision based on a desired outcome, aka HUMAN ACTION. 

We still do not know the outcome but we are not purely betting on chance. Yet, the gambler thinks he's lucky at some point, too. This is his rational decision. He's thinking that today is my lucky day. He's also addicted to the feeling of "winning in the future." When he wins he pisses it away on a new chance and when he loses he gathers all resources for the next feeling.
