 This is not the desired behavior. You only need to have a handful of outbox relays. Less is more.

 We can’t expect people to know things. Controls should be added client side. 

What is a NIP-65 relay list? 

 They don't know any better and if they're not being served with any content that interests them, they probably think that is the way to accomplish that.

Client devs should probably put some helpful verbiage on their network pages to prevent users from doing that and to link them to education on how things work. It's on them for prevention and a good user experience.
