@e1685c12 @6211bb94 This sounds like Spanish bureaucracy more than anything else. It should be mentioned that there's a profound sociological difference between our cultures. Spain is very much a High Context culture where here in the States we're in the opposite spectrum as Low Context. When we expect our bureaucracies to be attentive to our needs and transfer that attitude to Spanish bureaucracy, it can be jarring for both sides. Culture clash!
