Concrete does not dry, it cures.  It’s a chemical reaction.  That cat 100% has chemical burn on most of its body.  I’m glad it got rescued.  And I hope the people who put it there burn in hell!  I’m sorry for calling you names.  I’m glad the cat is still alive. 

 It's fine; I understand what you're saying. To be honest, I still can't comprehend why any person would do it intentionally. But one thing I've learned in recent times is that you never know. 

 I didn’t mean to use the laughing emoji. Some people are sick. Normal people don’t do things like that. Hurting helpless animals is a sign of self hated.
