The program manager's joke about three envelopes goes something like this.

A new manager is given three numbered envelopes. Was told open one when you get into trouble.

Gets into trouble & opens the first envelope. It says "blame your predecessor". He does that and things work out.

Another problem. Opens the envelope and it says "reorganize the team". He does that and things work out.

Another problem - the last one says "prepare three envelopes".
