There is a word for it, Schadenfreude, the joy of someone else's pain.

I think we've all done it when we feel we've been wronged, but schadenfreude describes a general euphoria without any root cause. 

 Well put. I heard that word many times, but never understood the significance.

It's much better to celebrate people's success.
