When he gets paid whether people want his "service" or not, can you really blame him for concluding that he is their master? The system is the real problem. 

 When I worked in Japan, civilians would stand in front of govt buildings and scold people who arrived late to work for waisting their money and not working hard enough  

 This is an interesting paradox, because if someone is servant for others, he wouldn't be a bureaucrat
