What he is pleading guilty to at least is what he did. He doesn't have to lie about it. He did disseminate classified information. That's traditionally been (and is constitutionally) legal.
Looks like he agreed to plead guilty to a single felony count of illegally obtaining and disclosing national security material. Frankly, I don't think it matters. He is tired. The US needs a win but doesn't have much. He already spent a sentence locked up into multiple places. The US knows that. It's not hard to imagine everybody just created something to give to the other side and move on from this whole debacle.
