 the fan is the wrong direction
and maybe you have to check thermal paste !

 I wish it was just that. After in investigation I realized I bought the wrong voltage fan. 

I’m returning it and bought the correct one.

 yeah its 12V you need 5V thats the mistake

 Turn it around. Noctua’s are backwards. Sticker side down
