@7fa1b09d @f5fb1d48 members of congress are not capable of reading everything they sign, and this has been said by many members, many times, across many years.  If they cannot thoroughly read and understand the legislation they pass, it's not functional.  I feel like that's a pretty reasonable minimum standard for functionality.  It's less dramatic or overtly nonfunctional, when democrats are in - but, still nonfunctional
