 Bitcoin has scaling issues. Even Lightning has scaling issues.

There is no scaling solution for Bitcoin that exists right now aside from ecash custodians (doesn't "scale" Bitcoin, it scales IOUs) which can be trivially implemented on Monero or any crypto for that matter

my understanding of scaling is that you want to go from a small transaction to a larger one but logistics gets in the way 
 It would be accurate to say Monero is less scalable than Bitcoin, but effectively there is no practical difference in regards to large global adoption on-chain. Both can't without centralizing or failing completely.

It's like arguing about whether a semi-truck is better at trying to stop a train, versus a car trying to stop a train. Technically the semi-truck offers more resistance, but in the end it makes no real difference. The end result is both smashed to pieces and the train barely noticing.

Layers definitely help with scaling both. FCMP++ upgrade for Monero begins to enable L2s on Monero. But both Monero and Bitcoin are still a long way from being able to properly scale globally.
