Like everything in the universe, there are no solutions, only trade offs.
WoT relays are not a magic bullet, there are one way to fight spam that come with trade offs.
Some relays will fight spam with WoT, with NIP05, with PoW, with a paywall, with pattern matching, with AI etc...
Decentralization is messy and we will likely net out with some mosaic of relays that all use different techniques.
But one thing is for damned sure: relays must fight spam otherwise their hard drives will eventually explode. The idea that relays should just store and distribute every single note and let the client decide how to filter all spam has to be one of the dumbest ideas I've heard from people on nostr so far. Maybe this seems feasible since we only have a few attackers right now, but eventually we will have hundreds.
If you really believe this, I invite you to run a completely open relay and see how well it goes for you.

You’re going to need client level wot regardless unless somehow it’s baked into all relay software and everyone updates. Not a replacement for relay level filtering as you make a good point, but it’ll be an issue if new users must first join the right relays to enjoy nostr.

yeah, only the ones with too much money are gonna keep upgrading and migrating the servers to cope with it, there will be capitulation soon and i think primal is probably gonna be the last because they have too much money
Couldn’t Lightning Network be used to fight spam? Each relay could impose a fee, one too low to be material for ordinary users but high enough to thwart spammers. The fee could increase exponentially with note size, ensuring that we don’t get a repeat of what happened with USENET, with people posting encoded binaries and whatnot.
Or what about some sort of proof of work threshold that must be satisfied prior to a relay accepting a note? This worked well for BitMessage.
It is inevitable that relays will deem it necessary - for whatever reason - to filter much more than just spam - including for widespread viewpoint-based discrimination. But, this is the beauty of a decentralized protocol. It only takes 1 relay to circumvent system-wide censorship... even if it's to circumvent spam-blocking (for some reason). Ultimately, users will also need to filter at the client level whatever undesired content their chosen cluster of relays lets through. But, this would effectively just be a part of the individualized algorithms we've always envisioned anyway.
In short, to any relays inclined to fight spam: Go for it. Experiment. The sooner Nostr embraces this inevitable future, the better.
