 why is that ? since Rio and SAoPaolo allow pay taxes in crypto 

 Monero because they are afraid criminal orgs will use it to launder money, stablecoins but only  algorithmi in this case to "protect" people from another Terra Luna 

 in other words "privacy coins" cannot used for tax / merchant payments while any public open ledger chain coins can be used thereby discouraging HODL
