Bitcoin consensus isn't built, it is enforced. It is enforced by everyone defaulting to "No" unless there's overwhelming agreement, necessity. Users choosing their software isn’t "governance"; it’s the option to opt out, to leave. Bitcoin’s strength lies in resisting any form of central control. It’s not governed; it’s inherently resistant to governance.
In fact it's enforced by the Bitcoin core "culture" and now Saylor's one, just ossify make it as transparent as possible never update, store of valiu... and so on.
