The problem is that bot activity is surpassing that of real people, which is already a big problem for relays. The problem isn't just what's visible to users, but the damage it's causing to the Nostr infrastructure. 

 Ideally, relays should implement the Tor network's pow system, which has been quite effective in stopping ddos attacks.
