These are all great points. I'm wondering if it is also relevant that today's world of streaming, where a potential fan has time to find it, watch on own schedule, think about it, and discuss with like-minded, makes previously old "bad" films more likely to be added to the cult list.

sometimes a movie challenges a common perception of culture/politics/economics that people aren't willing to examine at that time. 
It inconveniences them. 

Also, people were tired of Kevin Costner.
