 I disagree. I use hammers all the time. New hammers exist. The tools that make the tools have gotten better. You could possibly bifurcate how the tools are made from the tools themselves, but, to me, they are the same.  
 And, yet this entire note of yours refers to them as tools. My point was about our use of language references. You even use the word "new" when referring to the technological upgrades. 
 Technology doesn't exist without tools to implement the technology. Tech is the tools and tools are the tech.  
 I'm not and have never argued that it isn't. My point is more so that most people don't understand that concept. The language we use affects perception. 

How many companies nowadays call themselves a "Technology Company"? It creates such obscurity by being incredibly vague.

How often do you hear people refer to a simple computer as technology? 

I've had computers available to me since I was born. Their are new technological traits and features added all the time, but the general concept is no longer new or difficult to grasp.

Yet, someone who is incredibly skilled with our previously referred to hammer will might tell you, "I'm not good with technology." when referring to a computer. They aren't with information tools, but may be incredibly skilled with an battery-powered drill which are both powered electronically.
