He attacked her from behind by grabbing her long hair and flinging her to the floor.  Then, he started hitting her while she was on the floor.  

Expel him, AND charge him with assault.  Send the thug to a boy's juvenile facility.  

This is typical cowardly trans violence.  They attack girls and women because women are weaker than males.  This thug wouldn't have the courage to attack a boy.
